The sector challenge
Public-sector hiring is scrutinised differently.
Three things make public-sector early-careers procurement different. Social value isn’t optional. PPN 06/20 made it 10% of bid weight as a minimum and many authorities now run it at 20–30%; if your supplier doesn’t score on the MAC themes, you’re leaving points on the table. Data residency is non-negotiable. Public-sector candidate data has to stay in UK data centres, and ideally with no offshore subcontracting of any kind. Audit-readiness is the table stakes. Civil-service hiring is FOI-able and routinely audited; you need a defensible, disaggregated paper trail per candidate, per criterion, per panel decision.
